About the Program

The State Home Electrification and Appliance Rebates (HEAR) Program provides rebates and incentives that help households and small businesses buy and install high-efficiency electric equipment and appliances. R2S Social Services was awarded funding through the Washington State Department of Commerce to serve as a local program administrator, working in partnership with the Martin Luther King Jr. Family Outreach Center (MLK Center), a trusted East Central Spokane community hub.

The program focuses on replacing fossil-fuel and inefficient heating, water heating, and cooking equipment with high-efficiency electric options. It is supported by Washington’s Climate Commitment Act, which puts cap-and-invest dollars to work reducing climate pollution and improving public health. Priority goes to neighborhoods carrying the highest environmental health burdens.

Equipment and upgrades that may qualify

  • Heat pump systems for space heating and cooling
  • Heat pump water heaters
  • Induction cooktops and ranges
  • Electrical service upgrades, such as panel replacements and wiring improvements, when needed to install the new equipment

All installed equipment must meet ENERGY STAR® and AHRI certification requirements. Rebate amounts and eligible measures are determined for each project after an assessment.

How It Works

  1. Reach out. Email our team to confirm you are in an eligible ZIP code and recipient category.
  2. Apply with our help. We verify income using HUD and PNNL AMI guidelines and accept several types of documentation, such as tax returns, pay stubs, or benefits statements. Small businesses, nonprofits, and adult family homes provide documents showing operational status and ownership or authorization to participate.
  3. Home or site assessment. A licensed contractor reviews your existing heating, water heating, and cooking equipment and any electrical upgrades needed.
  4. Installation and rebate. A licensed, bonded, and insured contractor installs the approved equipment. Rebates are paid directly to the contractor once the installation is verified, so you do not have to front the rebated cost.

Information sessions and one-on-one application help are offered in partnership with the MLK Center. Contact us for dates and locations.
